Some of these cards are completely new, with different art and different abilities. Such cards always have the promo star. These promo cards also have collector numbers, but they work a little differently from the collector numbers on regular cards. A card from a set like the Fossil expansion has a collector number like "23/62," which shows that it's card number 23 out of 62 cards in the set.

A card with the promo star has a single collector number. For example, a 4 in the corner shows it is the 4th card so far with the promo star. Wizards of the Coast will make many of the cards featuring the promo star available only through the Pokémon TCG League, as rewards that league members can earn.

Other promo cards, like the occasional foil-stamped cards inserted in TopDeck magazine, are simply reprints of existing cards with something special added to make them look cool. These cards never have the promo star on them, and they have the same collector number they had when Wizards of the Coast first printed them.

All promo cards aren't necessarily rarer than cards printed in the sets. Promo cards' rarity depends on the print run of the cards and the success of their promotion.
